Analysis and assessment of risks in the construction of the shielding structures of medical irradiators.

The thesis focuses on the analysis and evaluation of the potential risks in the design and implementation of shielding structures against the effects of ionizing radiation. The rocedure of calculation and design optimization, according to the current wording of the Atomic Act and related regulations, is mentioned only marginally. According to DIN EN 31010: 2011 Risk Management - Risk Assessment Technique risk assessment were made by risk analysis. risk analysis. Risk management identified these methods - Analysis of the Causes and Consequences (Ishikawa diagram), Analysis Failure Mode and Effects (FMEA) and the Pareto diagram. These methods are implemented to identify and evaluate the associated risks. Based on the identification and assessment of these risks, appropriate measures are then proposed to reduce their impact.

The thesis derives from the needs of institutions using sources of ionizing radiation to implement a new legislative regarding nuclear law, effective since 1st January 2017. The thesis is focused on radiological events at radiological institutions of chosen healthcare facilities. The theoretical part makes the reader familiar with the term "radiological event", generally elaborates on the field of diagnostic radiography and radiation protection. The practical part of the thesis deals with evaluation of the most occurring causes and the frequency of radiological events, obtained from the records of medical irradiation, even of wrongly carried out exposures in chosen diagnostic radiography institutions and wrongly sorted radiological events to a relevant category. To fulfil all the goals of the master thesis and to apply the results of the work in practice, also the contents of following document were evaluated - "Evaluation of the means of radiation protection", which every holder of permission to work with ionizing radiation has to submit to the SŮJB yearly, till 30th April, with the data from the previous year. This rule is valid since the new nuclear law was adopted. The results of this thesis served the chosen institution to create such report till 30th April 2019, with a broader extent of the analysis and evaluation than last year. The maximal detail of the report about causes and frequency of radiological events and mapping the real situation at the facilities serves also to the State Office for Nuclear Safety (SONS) to create a Recommendation of the SONS regarding the radiological events. Equally, the thesis was beneficial to the observed facilities, to realise the causes and frequency of radiological events in individual years. It is then up to an individual institution and to the employee supervising the radiation protection, to evaluate the consequences of the found causes, for example to point them out within a yearly training of radiation employees, and to consistently see to the compliance of all preventive measures, which proposal and implementation also belongs to the main tasks of the supervisor.

Legal regulation of a deep geological repository of nuclear waste Abstract The topic of the thesis is the legal regulation of a deep geological repository of nuclear waste in the legal system of the Czech Republic. The thesis aims to summarize the administrative law aspects of preparation, construction, operation and termination of operation regarding the deep geological repository, while simultaneously analyzing legislation regulating the deep geological repository. The structure of the thesis corresponds with this aim, and reflects the phases of preparation and existence of the repository. First part of the thesis, following the introduction, defines the principal legal terms in nuclear waste handling and its disposal. The second part is dedicated to the legislation regarding the repository, including international and European legislation as well as national legislation. In this part, the thesis briefly characterizes the new Atomic Act. The chapter about the national legislation also contains a characteristic of Nuclear Law and mutual relations between regulations regarding the repository. The third part contains institutional and financial aspects regarding the repository. A brief analysis of subsidies provided to regions according to the Atomic Act is included in this part. Radiation incidents and radiation emergency in radiotherapy in connection with the new Atomic law and implementing regulations in force since January 2017

The thesis is based on the need of workplaces, where ionizing radiation sources are used, to implement a new legislation in the field of the Atomic Act effective since 1st January 2017. The thesis is focusing specifically on Radiation accidental exposures and radiation emergency on selected radiotherapeutic departments with linear particle accelerator. The theoretical part deals with definitions and categorization of radiation accidents and radiation emergency, relevant legal requirements and related work documentation related to this issue. The practical part deals with the evaluation of specific documents processed at two radiotherapeutic departments, the outcome of which is a proposal for their revision, which in agreement with the requirements of the new legislation and submitted for SÚJB´s approval. Primarily, for this purpose, it is a part of the practical part to create data file of actual radiation accidents and radiation emergencies in two specific workplaces and to analyze the causes of their occurrence. An interesting element is the choice of workplaces with a different producer of a linear accelerator, where are only two companies on the market. This choice was intend to determine whether the root causes of radiology accidents can have a causal link in relation to the technology in question of SW or accessories of the producer. The aim of the analysis is, in any case, awareness, prevention and iterative removal of the causes of accidents and the adoption of such measures in order to avoid any recurrence of events already occurred. All precautionary and follow-up measures, including responsibilities and competences, must be documented in the documentation of departments, with each holder of the resource authorization being required to keep this documentation in agreement with practice and current legislation. The thesis contributes to the detection of the causes of the accidents and the revision of the related documentation in order to be in agreement with the actual situation in the given depratments.

The study of radioactivity and radiation problems and their comprehension by laical public

Radiation and radioactivity {--} these words awaken a sense of insecurity, unknowingness and sometimes even major concerns in many of people. On the other hand, only few people really have the right and sufficient information on this topic that is considered very important but also complicated and hard to understand. In my opinion, the majority of the public has no access to professional information on use of ionizing radiation and radioactivity. Therefore, they have insufficient knowledge of the topic and this fact results in concerns and fear of radiation that the public may hold. The hypothesis whether the amateur public is mainly afraid of medical sources of radiation, was determined for research in my bachelor thesis. Furthermore, I set several sub-hypotheses in order to gain a general picture of the points at issue and eliminate any ambiguous results. Moreover, the quantitative form of research was selected in order to reach the targets and verify the hypotheses. A questionnaire was used as a technique for collecting data. Members of the amateur public {--} patients of the hospital Mulačova nemocnice s r.o. in Pilsen {--} were selected as the statistical set for the purpose of the questionnaire survey. The objective of the thesis was to establish the concerns connected with various types of use of radioactivity and ionizing radiation, provide the objective and coherent perspective of the level of the amateur public{\crq}s awareness in this field, and propose the most effective way of presentation of information in order to spread the general awareness based on the data acquired and statistically processed. I would like to provide my bachelor thesis as a source of information to the general public. Furthermore, I would like to offer the results of this thesis to organizations dealing with these points at issue and as a course material for students of the University of South Bohemia in České Budějovice.
Duties and arrangements of crisis staff of the municipallity with efussed agency close to outflow of radioactive matters

The issue concerning endangering by radioactive substances has not been published frequently. Yet it can represent a very high risk with irreversible consequences for both man and the environ{$\neg$}ment he lives in. Even though there are regular checks of the sources of radioactive emission and the issue is being monitored in fallout plans, one cannot wholly exclude the possibility of endangering inhabitants by radioactive substances. For example the failures of technologies, a man{\crq}s irresponsibility, criminal acts, especially terrorism and also the exploitation of nuclear weapons to military or political goals cannot be omitted. Consequences of extraordinary events and critical situations in case of radioactive substances threat can be catastrophic.
Application of atomic law into a practice of radiology assistant

The work of radiologist assistants results from the Act No.13/2002 Coll., Atomic Act, and from executive regulations and must accord with their wording. Practical application of the Act is important especially for radiation protection of patients and medical staff during work with ionizing radiation. The aim of the thesis was to judge from this point of view the radiologist´s activity at my work place in Institution of Imaging Methods in a Teaching Hospital of Saint Anna, Brno. Keeping of legislative rules would confirm their practical applicability and would establish the competency extent of radiologist assistant during performance of his/ her medical job. In methodological process I chose from the text of Atomic Act and from appropriate decrees the parts dealing with radiologist assistant´s activities in a sphere of radiodiagnostics and compared them with their practical keeping. I think, according to results, that radiologist´s work corresponds wording in§7 Radiologist assistant from decree No.424/2004 Coll. Radiologist assistant keeps rules of practical carrying out all treatments stated in §60 Statement on medical irradiation, in§62 Optimalization of radiation protection and in §63 Process of medical irradiation from decree No. 307/202 Coll. Thanks to this thesis I have deepened my knowledge dealing with Atomic Act. My conclusions can serve to radiologist assistants as a basic survey of important rules resulting from Atomic Act that they must keep in accord with these rules.
The atomic law and its application for utilization of significant X-ray sources (skiagraphy workplaces)

In my thesis I dealt with the Atomic act and its application for important source of ionizing radiation at skiagraphy workplace. I worked out factual requirements of related legislation in order to obtain the licence of the State Office for Nuclear Safety for using an important source of ionizing radiation, to be specific, skiagraphic device in medical workplaces. Further, I worked out the real duties of permission holder and the requirements to ensure the radiation protection of patients and staff service. The aim of my thesis was to ease the orientation in contemporary legislation to the applicants for ``permission on treatment with important sources of ionizing radiation``, to give information how to proceed in elaboration of documents required for separate licensed activities and how to eliminate ossible insufficiencies and faults which are the most common in State Office for Nuclear Safety checking.
